The major determinant of whether or not an aged person is the object of death-hastening behavior is whether that person is considered by others to be either intact or decrepit. In nearly all cultures, a person is considered intact when he or she is productive. A person is considered decrepit when he or she is a social or economic liability; that is, the individual requires the support of others to survive, support that would otherwise go to others who are productive or might put the person providing the support at risk.

A third type of council is the chief's council, composed of men who advise the chief on various matters that come before him for a decision. However, it is the chief who makes the final decision and is seen as the final authority by the members of the culture. Thus, unlike the elder's and restricted types of council, an advisory council is not directly involved in conflict resolution. The status of some of these categories exempts their members from punishment for offenses.
